Ever since 1920 the headquarters office of the Department had been located in Room 305, Hall of Records, 31 Chambers Street, New York City. The office had been kept there because of the proximity of being near the home of the then, Department Adjutant, Maurice Stember, who lived on Long Island. With the retirement of Mr. Stember, the long serving Department Adjutant in 1975, there was talk and rumors that the office would be moved.
Leonard Baxter, appointed Adjutant in 1976 brought the matter up for discussion at the Mid-Winter Executive Meeting.
Many towns entered a bid to have the office located in their vicinity. Syracuse, Buffalo, Albany and Jamestown all entered formal bids. The matter was presented to the delegates in attendance at the 60th Annual Department Convention, being held in the Onondaga County Veterans Memorial, Syracuse, July 12, 1978. After listening to each town’s presentation, the floor was opened for remarks. After a much spirited discussion, a vote was taken of all delegates present. Albany won the vote, the deciding factors being, Albany County would give office space in the county building, rent free, for five years. And being in the State Capitol it was felt, being near the State Offices, in particular the Legislature. (This information related to me by Richard M. Pedro, Department Adjutant, sometime in 2009. R.
