Judge William Howard Jeffrey called to order a meeting of WW1 veterans' interested in organizing a post of the American Legion in Toms River. In attendance was Leo Babchin, Co-Chairman of the Ocean County American Legion. Leroy Grant was appointed temporary secretary. Charter members attending were: George W. Anderson of Forked River, Leo W. McClenhan, Seaside Park and from Toms River: Leroy Grant, Joseph E. Evans, George H. Hill, Leroy B. Frazee, Marcus H. Russell (later to become Post Cdr.) Melvin W. Bunnell, Joseph T. Wainwright. Temporary Officers elected were Commander: Carlton F. Elwell, Adjutant: Huelings A. Sever and Finance Officer: Nelson A. Cowdrick. Leo Babchin was a hotelier in Lakewood NJ and would become Department of NJ Historian 1921-1924.
