In 1992, Worcester Wreath Company of Harrington, Maine, found itself with an excess of wreaths nearing the end of the holiday season. Arrangements were made for the wreaths to be placed at Arlington National Cemetery. This became an annual event at Arlington. In 2006, in response to thousands of e-mails and letters, Worcester Wreath expanded its wreath donations nationwide. This year, ceremonies were held simultaneously at 230 locations. Funding for the program comes from individuals, small businesses, and corporations who purchase the wreaths.

On Saturday, December 6th, the Civil Air Patrol’s Winchester Composite Squadron lay the wreaths on graves at the National Cemetery in Winchester. American Legion Post 41 donated $250 to purchase some of the wreaths for the cemetery. Vice-Commander Bill Overbey also placed a wreath on the grave of Captain Lloyd Williams, Post 41's namesake, who is buried in Green Hill Cemetery.
