Frank Killay was born in Athol, Massachusett, June 26, 1941. Graduated from Athol High School 1959 and took an apprenticeship in a Tool and Dye Company for 4 years.
Frank was an Eagle Scout in Athol, Massachusetts. The lessons learned helped along his life. He was truly and honest and kind individual.
He was draftedinto the Army during the Vietnam War, (1964)He went to basic at Ft. Jackson, SC and IADT at Ft. Polk, LA. He stayed at Ft Polk and although he joined as an infantryman, he was assigned to the Military Police Company and that began his love for police work. He was discharged from active duty in 1965 and returned to Athol Tool and Dye company, staying in the Army Reserves As a Specialist 4th class.
He applied to the Vermont Police academy in 1968 and was accepted to attend training at Norwich University. This led to a career in the Vermont State Police Department, He was first stationed at the Bellows Falls and later the Rockingham Barracks. Then after 3 years he was sent to Headquarters in Waterbury, VT and became a detective in the forensic Crime lab. He was trained at Red Stone Arsenal for EOD school, (Bomb Squad), worked in the Hazardous Material Division, and an expert in ballistic science . He was a Lieutenant upon retirement of 25 years in 1991. He remarked that his apprenticeship in tool and dye really helped him with the forensic ballistics.
He joined the American Legion from a request of a friend. Over 50 years of commitment to Law and Order and the Boy Scouts were his trademark. Commander of Post #3 in Montpelier and over 30 years inviolved with their Post Colorguard honoring those that had served.

Frank lives in Groton, Vt .
