Charles Seth Rising born 11/11/1897 in West Rupert, Vermont.

He attended and graduated from University of Vermont. He was enlisted in S.A.T.C. @ UVM 10/31/1918; F.A.C.T.S. at Camp Taylor, KY to Nov 29,1918 and discharged 12/12/1918. WWI . 

He graduated with a Bachelor of Science in Agricultural Studies in 1919. Received his Masters in Agricultural Education in 1936. First National President of the Phi Mu Delta Fraternity. 

1920-22 Principal Cabot High School and Bethel High School Mathematics teacher.

1922-35 He was the Principal of Orleans High School (he also coached several Championship Baseketball teams)

1935-1941 Superintendant of Schools in White River Jct.

In 1939, he became Hartford Post #26 Commander, White River Jct. 

1940-1944 Director of Vermont Boys State Program

1941 Department of Vermont Vice Commander

1942 Department Commander 

1943 Department Sergeant at Arms

1943-45 He left teaching and became Head of the Rehabilitation Program at the VA Hospital in White River Jct.

1945-1962 He became the Director of Vocational Rehabilitation/Education New England Branch office.

1963 The Governor named him Director of Vermont Families Farm Project.

He died  April 10, 1972 , he is buried in his hometown of Rupert.
