Marcell Conway served as Department Commander from 1929-1930. He was 32 years old, to date the youngest Commander elected. Born 7/17/1897.

Served in the Naval Aviation Corps. WW1. Enlisted 5/21/1918-2/7/1919

Conway fought for what was called Shell Shock. These veterans that years olater suffered from what we now call PTSD. He petitioned for Mental Health Facilities for veterans. He spoke ofen to various organizations about the great work of The American Legion caring for the children of WW1 soldiers. 

He explained the Universal Draft after WW1, to stop sending the poor and middle class to war and make everyone equally able to serve our great country. 

He was prominent in bringing actions in the US District court on war risk insurance policies for disabled veterans. 1933 he was found guilty of embezzlement of $12,000 from a Swanton,WWI veteran that was mentally capacitated and Marcel, as his lawyer and guardian took advantage of. He was sentenced to 5 years in Federal reformatory in Chillicothe, Ohio  and Immediate disbarment of his Law license in the State of Vermont. This prominent attorney was also a nightclub owner. He owened a swanky Hollywood nightclub on South Main St, Barre, VT,

 

He died of natural death 3/2/1993. Age 96 years old.
