In October of 1919, the Department of Vermont established itself with a convention in Burlington to iron out the structure of the Department. There were 75 Posts in the Department with a total membership of 4,249 members. The internal structure of the Department was decided upon at the convention and a set of Constitution and Bylaws were produced as the groundwork of the Department. Thus was born the American Legion, Department of Vermont.
