While it may be unclear what the exact circumstances were at the time of the ideas conception, it's clear that by October 1945 there were efforts underway in Collinsville to provide a more suitable home for local veterans. This undertaking by American Legion Post 2 and others was spearheaded by local merchant Sol Bayouth, a prominent figure of the time.
