Attorney Richard F. Welch, manager of the Regional Office of the Veterans Administration, Manchester, was given a testimonial dinner by the James E. Coffey Post 3, American Legion, and its auxiliary on Saturday evening, February 21, 1953.
The event was to present Past Commander Welch with a Life Membership in the James E. Coffey Post 3. The event was held at the McNulty-Foley Rose room.
