It was signed by American Legion National Commander Hanford MacNider on December 10, 1921 and by Department of Louisiana Commander John D. Ewing on December 20, 1921. However, according to the American Legion National Headquarters, the official charter date for James O. Hall Post 19, Department of Louisiana, is October 10, 1919, which was shortly after the founding Post members submitted their Application for Post of the American Legion in September of 1919.
