The next event in the early existence of The American Legion in Kentucky was the first State
Convention held at the Watterson Hotel, Louisville, October 3 and 4, 1919. The year of 1921-22, during the
administration of Emmet O’Neal as department commander, will go down in the history of The American Legion
and to the credit of the greatest and best of the states in the Union-Kentucky - as having achieved what
always be held as a sacred duty to every good American, namely, the provision for adequate care for the
war disabled.
