Philip L Maughan served as 76th Commander of Post 43 for three consecutive terms, 2003-04, 2004-05, and 2005-06, a period in which the Post’s membership grew each year.

Phil was born in Springfield OH on September 16, 1947 and was commissioned a Lieutenant in the U. S. Army in April 1969 immediately after graduating from the University of Dayton. He attended Army training courses at Fort Gordon GA, Fort Sill OK, and Fort Benning GA and was assigned to the 82nd Airborne Division at Fort Bragg NC and 7th Battalion 15th Field Artillery in the central highlands of South Vietnam.

Both before and after his tenure as Post Commander, Phil held a number of Post 43 officer roles and various committee chairmen roles at the post and county levels.

Phil also has held a number leadership positions in other veteran and professional organizations. Within the VFW, Phil was a post and district commander and currently is the State Commander for Illinois and has also been elected or appointed to numerous officer or committee positions at the post, district, state, and national levels.

He currently is on the board of the National Veterans Art Museum in Chicago. In addition, Phil is past president of the Chicago Chapter of the Financial Executives International and served on or chaired various national committee of this organization. He is also a member of the American Institute of CPAs and the Illinois CPA Society. Phil is retired from the Northern Trust Company where he was Senior Vice President and CFO of its Operation and Technology Group.
