On July 20, 1919, Jasper Berry and Richard N Haydon traveled to Los Angeles to hear Theodore Roosevelt Junior one of the founders of the American Legion, speak on the Legion and gather firsthand the information required to establish a post. While in Los Angeles Berry and Haydon secured an application for a charter, to their dismay they were advised no charter could be granted for a County wide post.
