On June 12, 1919, Jasper Berry, Richard N Haydon and Charles P Daly met in the Sherriff's Office, located in the County Courthouse in Ventura, California. There they discussed the possibility of forming an American Legion Post in Ventura County. They agreed to contact as many ex-servicemen as possible and inquire as to the interest in forming a post. The interest was wide spread and it was decided they would obtain all the necessary information required to establish a post.
Because of the limited number of available veterans within the confines of any of the cities located in Ventura County the group sought to establish a Post that would serve the whole County, however this decision was not without some apprehension.
