This picture was taken from the book "A Pictorial History of Arkansas's Old State House" by Mary L. Kwas. 

The description reads:  

"Mr. and Mrs. Claude A. Brown and their daughter load a truck with Christmas gifts, ca. 1928, as part of the work of the American Legion.  Old State House Museum Collection."

The picture was taken next to the Arkansas State War Memorial, which had been renamed from the Old State Capitol by Arkansas Act 385 that was approved March 24, 1921.
